Beban Kerja Penyidik dalam Perspektif Public Value Management: Studi Pada Kepolisian Daerah Kepulauan Riau

Abstract
Kinerja organisasi penegak hukum tidak hanya ditentukan oleh kepatuhan terhadap prosedur atau capaian administratif, tetapi juga oleh kemampuannya dalam menciptakan nilai publik berupa kepastian hukum, keadilan prosedural, dan kepercayaan masyarakat. Penelitian ini bertujuan untuk menganalisis beban kerja penyidik dalam perspektif Public Value Management dengan studi kasus pada Kepolisian Daerah Kepulauan Riau. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus, melalui analisis audit kinerja dan analisis beban kerja berbasis data dokumenter penyidikan. Hasil penelitian menunjukkan adanya ketimpangan signifikan antara volume perkara, kapasitas operasional penyidik yang efektif, dan tuntutan publik terhadap kualitas penyidikan. Tingginya backlog perkara, keterbatasan jumlah penyidik yang memiliki kewenangan dan kompetensi formal, serta ketimpangan distribusi beban kerja antar-subdirektorat berdampak langsung pada tertundanya penciptaan nilai publik. Dalam kerangka public value strategic triangle, temuan ini menunjukkan ketidaksinkronan antara nilai publik yang diharapkan, kapasitas operasional organisasi, dan tekanan lingkungan otorisasi. Penelitian ini menegaskan bahwa analisis beban kerja bukan sekadar instrumen teknis manajemen sumber daya manusia, melainkan alat strategis untuk menilai dan memperkuat penciptaan nilai publik dalam penegakan hukum di tingkat kepolisian daerah.
