Administrasi Keuangan Publik dalam Perspektif Global: Analisis Bibliometrik dan Tematik Tahun 1985–2025

Abstract

Penelitian ini bertujuan untuk memetakan struktur pengetahuan, tren tematik, dan jaringan kolaborasi dalam studi administrasi keuangan publik melalui pendekatan bibliometrik terhadap 157 artikel yang dipublikasikan dalam rentang waktu 1985–2025 dan terindeks di Scopus. Dengan menggunakan kata kunci "public financial management", "public finance administration", "state finance management", dan "government budgeting", analisis ini mengidentifikasi peningkatan signifikan dalam produksi ilmiah dan kutipan, khususnya pada dekade terakhir. Hasil penelitian menunjukkan bahwa tema-tema seperti transparansi fiskal, penganggaran pemerintah, dan manajemen keuangan negara menjadi pusat diskursus akademik. Pendekatan konseptual terbagi ke dalam dua kutub utama, yakni efisiensi fiskal melalui inovasi teknokratis dan keadilan fiskal berbasis partisipasi publik. Jaringan kolaborasi masih terpusat pada negara-negara maju, namun kontribusi dari wilayah Asia dan Amerika Latin mulai meningkat. Studi ini memberikan pemahaman menyeluruh mengenai evolusi konseptual dan arah masa depan dalam tata kelola keuangan publik yang lebih adaptif dan inklusif.
