The 1801 British–Ternate Sultanate Cooperation Agreement: Political Dynamics in the Transitional Period of Colonial Rule

Abstract
The Sultanate of Ternate held a strategic position in the spice trade in the Maluku Islands, making it an object of rivalry among various European colonial powers. Following the dissolution of the Vereenigde Oost-Indische Compagnie (VOC) in 1799 and the political conflicts in Europe triggered by the Napoleonic Wars, the British succeeded in occupying Ternate in June 1801. This study aims to analyze the background of the British occupation of Ternate and to explain the political relationship established between the British Government and the Sultanate of Ternate through the cooperation agreement of 23 November 1801. This research employs the historical method, consisting of heuristics, source criticism, interpretation, and historiography. The primary source used in this study is the archival document Contract Tusschen het Engelsch Gouvernement en den Koning van Ternaten November 1801, preserved at the National Archives of the Republic of Indonesia (ANRI), supported by contemporary newspapers and various secondary sources. The findings show that the British occupation of Ternate was influenced by international political changes following the French Revolution of 1789, the issuance of the Kew Letters in 1795, the decline of the VOC, and Britain’s alliance with Sultan Nuku of Tidore. The Political Contract of 23 November 1801 reveals that Britain continued to recognize Sultan Muhammad Yasin as the legitimate ruler in order to gain political legitimacy, while at the same time restricting his authority through arrangements concerning defense, military affairs, and the spice trade. These findings indicate that the relationship between Britain and Ternate was built upon a pattern of protection and control, in which British authority was asserted over the region. Thus, the changes that occurred in 1801 reflected more of a shift in colonial actors than a fundamental transformation of the colonial power structure in Ternate.
